ШУБИН The present paper seeks to provide a comparison of the policies of the African National Congress (ANC) since 1994 with the policies of Britain's Labour Party since its own coming to power three years later. In particular, I attempt to compare the ways in which each regime, and the society it represents, has adapted to the hegemony of neoliberal ("monetarist") market economics, increasingly evident throughout the industrialized world since the mid 1970s. Both their leaders, Tony Blair and Thabo Mbeki respectively, would call themselves heirs of a "center-left", social democratic or (particularly in Mbeki's case) "progressive" tradition, reaching back at least to the post World War II period. And yet, not only have they made fundamental deviations from that tradition1, but, as this paper will argue, each has done so within a radically different context from the other, reflecting the very different societies in question.
